據調查報告指出，此次大規模資料外洩的主要原因在於 Coupang 內部資料庫的權限控管與網路安全架構存在顯著品質瑕疵。駭客透過一種高度精密的自動化指令碼，繞過了該公司的前端防火牆，直接訪問了儲存核心交易資料的高階伺服器。儘管 Coupang 聲稱其已採用了業界標準的加密技術，但委員會發現部分過往的歷史資料在儲存過程中並未進行脫敏處理，這讓駭客得以輕易解析出用戶的真實身份資訊。
此外，Coupang 的內部應急響應速度也遭到了質疑。調查發現，系統在出現異常資料流向後的數小時內並未觸發自動報警機制，導致大量敏感資料在長達數天的時間內持續流出。這種管理品質的缺失，被認為是導致損害擴大的核心因素，也是監管部門決定祭出重罰的關鍵理由。對於一家標榜以技術驅動、擁有高品質配送網路的電商巨頭而言，這種基礎資安防線的崩潰，無疑是品牌信譽的巨大打擊。
韓國近年來大幅加強了對數位隱私與資料保護的立法力道。根據新版《個人資料保護法》，對於因管理不當導致大規模資料外洩的企業，罰金上限可達其年度相關業務總銷售額的 3%。
Coupang 作為韓國市場份額第一的電商平台，其龐大的年營收規模使得計算出的最高罰款額度達到了驚人的 1.5 兆韓元。雖然最終裁罰金額仍需經過委員會審議，但法律專家普遍認為，政府有意藉此案例建立「高階資安品質」的產業紅線。
這起事件也引發了整個亞洲電商圈的連鎖反應。
